Land Promotion / Representations
It is a complicated process to bring forward land and property for development and requires a professional understanding of the process and viability of doing so. It is a painstaking process and may take years to deliver a positive outcome.
Councils or Neighbourhood Plan Groups are not legally obliged to inform land or property owners that they intend to allocate land for residential or commercial development or alternatively introduce policies that may restrict development of their land or property.
GRC Planning has considerable knowledge and experience in monitoring Local Plan and Neighbourhood Plan documents and can ensure land is promoted for residential or commercial development at the appropriate time through a Land Promotion Agreement.
GRC Planning can arrange for a Land Promotion Agreement which is a type of joint venture between a Landowner and a Developer or Land Promoter, with the joint aim of maximising the value of the land to the benefit of both parties.
Once an agreed initial premium has been paid by the Developer or Land Promoter on completion of the Agreement, they are committed to promoting the site, if necessary, through a Local Plan or Neighbourhood Plan process, with all the associated costs and risks of obtaining planning permission borne by the Developer or Land Promoter.
When permission has been granted, the Developer will market the property and the net proceeds of sale are shared between the Developer and the Landowner on the agreed basis within the agreed Land Promotion Agreement.

Formal Representations Against Proposed Policies or Land Allocations in a Local or Neighbourhood Plan
Councils or Neighbourhood Plan Groups are not legally obliged to inform land or property owners that they intend to allocate land for residential or commercial development or alternatively introduce policies that may restrict development of their land or property. Policies and proposals in Local or Neighbourhood Plans can have a significant impact on the value of land and property and it is imperative that proper and well substantiated representations are made either to support a policy or proposal or to legitimately oppose it.
GRC Planning has the professional expertise to submit well founded formal representations for or against policies or proposals and appear at Public Inquiries, if required. Protecting or enhancing the value of land or property within a Local or Neighbourhood Plan process is often overlooked until it is too late to influence outcomes. Often in the preparation of such plans the relevant authority will make a ‘call for land’ to bring forward for development and it is important to provide them with all the information they need to ensure a site can be developed, at an early stage, whilst they are formulating their ideas, to enhance the future possibility of bringing the land forward for development.
