AboutGRAHAM CLARK
Director - GRC Planning Ltd Chartered Town Planner BA(Hons) DMS MRTPI GRC Planning Ltd has been trading for three years in which time I have specialised in getting planning permissions or winning appeals where there has been a history of refusals and historic difficulties with Local Planning Authorities (LPA) and where a calm, considered approach to resolving planning problems is required.
Planning Departments are struggling to match their pre-Covid levels of service as their resources are diminished to meet an increasing demand for their services. Often Planning Officers are not available to offer the levels of advice they did previously. This has come at a time when the Climate Change agenda is placing more demands upon what is required just to submit an application. It needs an experienced hand to guide you through the labyrinthine and daunting process of trying to get a planning permission. I have also achieved planning permissions for sites for residential development that were not allocated in Local Plans and where development was initially resisted. I have also achieved planning permissions where the LPA have threatened enforcement action seeking to remove unauthorised development and achieved a Certificates of Lawfulness to demonstrate a use or building as being legal and immune from any enforcement action even though it may not have a planning permission. Working at the most senior level in a Planning Department gives me an insight as to how decisions are made on a planning application but more importantly how to present it to achieve the best chance of obtaining a planning permission. I cannot achieve the impossible, but I will ensure that the best possible case is presented in a way that the Planning Officer would most appreciate. Additionally, for 18 years I was the Planning Director for a multi award-winning regional house builder and was primarily responsible for site identification, house design, site layouts, getting planning permission and then the marketing of the completed homes. In those 18 years, I never had a planning application refused. I am, therefore, a specialist in getting planning permissions for housing. I have a reputation for getting results and for persistence and determination. If I believe there has been an injustice, I will fight for the cause no matter how large or how small. I am equally at home with a large housing project or a small, complicated householder extension. Each will be as important to the client and, therefore, to me. I am a Plymouth Argyle season ticket holder, and I was Chair of the Argyle Fans’ Trust during the difficult days of administration when the Club was fighting to survive. I am a qualified FA Coach. I have also been a Regional Member of the BBC Trust. I enjoy golf and coastal walks. |
